About MSCC
A Statutory Water Management Authority in Zimbabwe
Dedicated to sustainable water resource management and community development
Our Mandate
Delivering Sustainable Water Solutions
Macheke Sub-Catchment Council (MSCC) is a statutory water management body in Zimbabwe established by the Water Act of 1998 (Chapter 20:24) under the Ministry of Lands, Agriculture, Fisheries, Water and Rural Development. It serves as the lowest tier of water planning and management within Zimbabwe's decentralized Integrated Water Resources Management (IWRM) framework.
Our jurisdiction covers the Macheke River, a tributary that ultimately feeds into the Save River. We operate on a catchment basis, managing water resources according to hydrological boundaries and practical relevance rather than administrative borders.

Subhydrological Zones
The Macheke Subcatchment is divided into five subhydrological zones for streamlined governance.
| Zone Code | Coverage Area | Key Rivers |
|---|---|---|
| EM1 – ES8 | Northern Region | Mare and Nyamidzi River Basin |
| EM2 | Eastern Region | Rusape, Nyamapembere, Chimbi, and Inyazura River Basins |
| EM3 | Southern Region | Upstream of Mucheke, Mezi, and Hande Rivers |
| ER1 | Western Region | Downstream of Ruzawi and Ngowe Rivers |
| ER2 | Central Region | Upstream of Ruzawi, Wenimbi, Chinekwa, and Nyakurwi Rivers |
These zones enable localized water governance, monitoring, and stakeholder involvement.
Our Goal
To ensure the sustainable use, protection, and equitable allocation of water resources in the Macheke River Catchment—supporting livelihoods, agriculture, industry, and environmental conservation.
